Residential State Supplement (RSS)

The Residential State Supplement (RSS) program provides financial and Medicaid assistance to adults with disabilities who prefer to live in a community setting. At AFLH, we proudly accept RSS for room and board, ensuring residents receive comprehensive accommodations, supervision, and personal care. All personal care provided by AFLH is non-medical in nature. Clinical services are arranged through external licensed providers.

What is RSS?

RSS helps adults with disabilities combine financial benefits with personal income to pay for living expenses in eligible residential facilities. The program is designed to support sustainable, person-centered living arrangements.

Program Features:

  • Monthly Fee: $1,600 covers room, supervision, and personal care services.

  • Personal Needs Allowance: Residents retain $200 each month for personal

How to Apply for RSS

Applying for RSS is a simple process:

1. Access Forms: Visit mha.ohio.gov/RSS to download the necessary application forms.

2. Submit Your Application

3. Eligibility Confirmation:

  • Ohio Department of Behavioral Health and the County Department of Job & Family Services (CDJFS) will review your application.

4. Enrollment:

  • Approved participants will receive their first RSS benefit within one month of moving into the facility.

Who Qualifies for RSS?

To qualify for RSS:

  • You must choose an eligible residential facility licensed by Ohio Department of Behavioral Health

  • Meet financial and disability criteria as determined by CDJFS.

  • Maintain eligibility by reporting changes in income, residence, or representative payee information within 10 days.
